The US is under attack by terrorists who are dropping poisons into water supplies and densely populated areas, using high-tech balloons guided by GPS and GLONASS. When officials in the US government discover the plot, they must temporarily disable the GPS system and try to get the Russians to reprogram their GLONASS. Russia’s Minister of Defense is sympathetic, but a high level-Russian official who is secretly helping the terrorists intervenes. An undercover CIA agent plays a pivotal role but is compromised by her own relationships, including with another agent and her own brother – one of the terrorists. As deaths mount, it’s a race against time for the US to try to stop the attacks.
